That is precisely the purpose, but it is far from being as simple as you
make it sound. For once, the contents of an AVPacket, is it the inside or
the outside?

The core of the problem is that sometimes the work of converting from the
user's encoding MUST be done by the demuxer, while sometimes it has to be
done by lavc, all with the same codec.

Add to that the fact that we would like to keep most of the code generic,
but must account for special needs (i.e. most codecs are better with
character encoding conversion before decoding, but some may not).
