Yes, they are:

Mario Brito (Xan DPCM decoder)
Brian Foley (DSPutil)
Vladimir Gneushev (lavf/lavc)
Juan J. Sierralta (H.263)
Ewald Snel (qdm2, cinepak)
Lionel Ulmer (dsputil)

There is no mention of them in the commit log, but they are listed as
copyright holders in various files of FFmpeg.

Next question, what should we do with them?

I could mention them in the commit removing the file, so they are
mentioned in the log file as well.
