Facts: the user may not have an HTML reader, nor want to read the file
in texinfo format (which is not supposed to be read as is).

For manual pages, this is not an issue, since we generate the POD and
MAN versions which can be read from a terminal. For FATE the only
alternative to HTML and TEXI is to read in TXT format.

So for the FATE docs we have at least an use case to generate the .txt
file, thus I think it makes sense to keep the current logic. I won't
object if you find/agree on a different solution.
