iam not sure but maybe this should be 2 commits, one for libavutil
addition and bump and one for libavcodec

cant the side data be exported immedeatly ?

this should refer to "AV_DTG_AFD_*", its not hard to find as its below
now but with growing list of AV_FRAME_DATA this may change
