Thanks for the hint, I had such a guess. I checked it now, our 
pkgconfig port is still 0.25 (6 years old) and it indeed uses a 
hardcoded "/usr/include" value for this. They fixed it in 2011 so it 
can be now specified via ./configure --with-system-include path. So 
basically updating our sources to the recent ones and rebuilding the 
RPM should solve the issue.

I completely agree that we should fix pkg-config in this case, so 
finally no need to apply this patch.
