(I wonder if all this block could be made a single utility function:

    av_bsf_full_init(&bsf, time_base, codecpar);

... including getting a null bsf if there is nothing to init; but that is

At this point, ret could be the return value of
av_interleaved_write_frame(). It should not return EAGAIN without a good
reason, but better detect bugs than silence them, I think.
