i think you slightly misunderstand

if the patch is applied ffmpeg releases will not be tested anymore
(by me) or ffmpeg git master will not be tested anymore (by me)
with openh264 as theres no common openh264 that works with both.
1.6 does not work with ffmpeg releases IIUC  and this patch would drop
support for openh264 before 1.6 in git master
