I agree need to add a fix in iHD open source driver, but I think FFmpeg 
AP-API need to add a explicit init for this.

BTW: if you want run FATE for H264/HEVC decoder, I think need to merge
the patch https://github.com/intel/media-driver/pull/10.

I will check VP8 DEC crash issue. Thanks.
