I don't know anything about the development process of "libc"
but there is nothing about an FFmpeg release that makes it
better than the following one.

Of course!
But there are many known bugs in FFmpeg 4.0 that are fixed in
4.1 (and some new features) so I don't see what the advantage
of using 4.0.
