New description:
### WHAT
I am trying to convert a video to flv format maintaining its (almost exact
= less than 0,5s) duration.
### THE PROBLEM
Generated flash is longer than the input file.
Input file duration: 00:01:46.02
Output file duration: 00:01:47.24
I can make the difference smaller by reducing -ar 44100 to 11025, but
still it is larger than 0,5s (which is much for me).
### COMMAND LINE
{{{
ffmpeg.exe -i "Dolphins_720.wmv" -vf
"scale=500:281,pad=500:500:0:109,setdar=500:500" -y -b:v 1000k -r 23.98
-ar 44100 -ab 384 -acodec libmp3lame -ac 2 "Dolphins_7202_TMP.flv"
}}}

Comment (by cehoyos):
Is the scale filter needed to reproduce the problem?
Please provide a minimal - as short as possible - command line to
reproduce the problem together with complete, uncut console output.
If the problem is also reproducible without external libraries (in this
case: lame), please provide a command line that does not use an external
library.
