 What makes you say that? A lot of encoders, both internal and external,
 have that kind of requirement. They just have to set the {{{frame_size}}}
 field of their context.

 Your message about {{{libm}}} seems dubious too, for all systems I know it
 would be enough to add {{{-lm}}} to the compiler flags (and it is already
 there).
