 This patch adds preliminary Opus audio decoding support with libopus for
 libav.

 The patch does not currently utilize multistreams, channel mapping and
 output gain.

 Retaining copyright to Nicolas George (Cigaes) as most of the code was
 reused from the existing CELT decoding code.
