 Is the comment:97 fixable? I think it will contribute to higher quality in
 160kbps and 192kbps. Currently, it is still worse than the mighty Apple
 AAC.

 I assume most blocks are long(1024 samples) tonal blocks, and short,
 transient blocks are rare, that are apparently causing problems, am I
 right?
