 Rereading your ticket, I am not sure if I understand it:
 Afaict, FFmpeg by default makes the first audio track "enabled" and the
 remaining audio tracks "disabled" which may not match your ticket
 description.

 Please add your command line together with the complete, uncut console
 output to make this a valid ticket and to allow to reproduce the issue.
