Comment:

 Do you think this is a regression?

 Is the problem only reproducible if you use an external library (libx264)
 or also with a native encoder?
 Is it reproducible with current git head?
 Is audio necessary to reproduce the problem?
 What happens if you remove "-s 720:480" from your command line?
 And please provide the output of the following command:
 $ ffmpeg -list_formats all -f v4l2 -i /dev/video0
