 some info from Kostya:

 "SimCity files use older coding scheme that is not supported (opcodes
 0xE+0xF+0x10 instead of simply opcode 0x11)"

 "SK_DEMO.MVE starts as video-only stream, outputs nothing
 for a while and then reinitialises video and adds an audio stream too.
 that audio stream audio packets are sent to video decoder too and cause
 decoding errors and garbage on top of properly decoded frames. If I hack
 demuxer to tolerate init and dummy chunk types and add an audio stream on
 reinit then video plays fine but audio is still ignored."
