 Summary of the bug:
 When ffmpeg produce mp3 music and parse its id3v2 header, ffmpeg convert
 everything to utf-8.it's very well.
 When some windows program create this, they set tag to ISO8859-1, store
 chinese charactor by gb encoding which is 2 ISO8859-1 charactors.
 After ffmpeg convert these charactors to utf-8, we can't recognize thiese.

 I suggest developers to add a convert tool of converting gb to utf8, or
 output with ISO8859-1 just like id3v1's attributes.
