You're right, it's a chroma upsampling bug. Note that as far as I can
remember, ffmpeg always had this issue. It looks like it also impacts VLC.
It also shows in FFmpegSource (source plugin for AviSynth based on libav)
if the plugin is forced to a specific pixel format. The workaround for
ffmpegsource is to change the pixel format with AviSynth builtin functions
(ConvertTo...).
