No this is not a general ffmpeg 3.1 issue but a library problem.
libavformat I think, if I read correctly the mpv output.

Packages come from https://www.deb-multimedia.org Debian repository i386
architecture.
Packages was built against 3.0.2 and when 3.1 packages have been installed
mpv is unable to play an mp3 or a video file
mpv is unable to play == all == my mp3 files.
I've also received two bug reports from users (one for mpv and one for
kodi).
Also I'm unable to play any video stream with chromium
I've not tested with others program, but I'm sure I can find other broken
program.
