 Right, it is legal and "safe".

 But it is less precise and different than user expects.

 Just for a second, if I run:

     `ffmpeg ... -hls_time 4`

 I expect:

     `#EXT-X-TARGETDURATION:4`

 But I get `5`!

 Just because HLS segmenter generated one segment with 4.02 duration
 instead of 4.00 or 3.98 and "safeguard" M3U8 generator decided to ceil
 4.02 to 5.
