 Summary of the bug:

 I performed convertations with different bitrates using AMF encoder
 (Radeon RX 560, 24.20.13017.1009 driver version)

 Before 30 Mbps there is no problem. The boundary after that real bitrate
 decrease depends on frame resolution and FPS.
