Comment (by kayson):

 The first command works correctly if I specify -sn, since it removes the
 problematic subtitle stream.

 The second command (copy codec for all streams), still fails, though,
 since the problem is in the video stream.

 Here's a sample from mkvmerge:

 The first command still fails, but the mkvmerge --split seems to have
 sorted out the issue with the video stream causing the error with command
 2.
