 IMHO, the docs do give the correct indication

 For '''n''' in ''crop'':
   `The number of the input frame, starting from 0.`

 ''number of the'' (singular noun) == serial number -> ordinal.

 For ''in'':
    `Input frame count.`

 count == measure -> cardinal.

 ---

 Why the filter needs to expose count and not index is better left for the
 dev to answer.
