 It is not same issue right now. The "pass through mode" message goes away,
 and you changed your command line: add scaling and BRC modes: CQP->AVBR


 Some questions:
 1. Have you tried HEVC HW encoder,what is the result?
 2. Why you change BRC mode from CQP to AVBR and add scaling? Dose CQP mode
 can work?
 3. Have you tried HEVC SW encoder with MSDK sample encoder?
 4. Try to figure out it is an qsv vpp issue or encoder issue. You can
 disable encoder and check the output of vpp.
