Comment (by oromit):

 --pkgconfigdir controls where "make install" will install ffmpegs .pc
 files. It has no influence on where it searches for them in any way.

 As configure --help says:
 "--pkgconfigdir=DIR       install pkg-config files in DIR
 [LIBDIR/pkgconfig]"
