 Had a lengthy discussion with OBS Studio's developers and with the S.O.
 about OBS Studio and code.

 Balling, I appreciate the work you've done so far to modify ffmpeg's code.
 However, the dts/pts mismatch still exists when using b_ref_mode=middle
 with NVENC HEVC/265.  With Nvidia 445.xx and newer windows drivers, ffmpeg
 loads NVENC version 10.

 Is there any new information available to you that might aid in an ffmpeg
 change that will prevent the dts/pts error from occurring at all?  Thank
 you so much for looking into this again!
