 There are some ways to affect the chroma sitting/location/lattice in
 libx264. Keywords for googling chromaloc=2 and chroma_sample_location. But
 you do NOT really need this. This is very obscure at least for AVC, for
 HEVC two chroma lattices are actively used. There are more than that
 though.
