[FFmpeg-user] auto-selects wrong frame rate

Hello.
I noticed that if I specify -r 7 to mpeg2video, I get the following
error message:
..
MPEG1/2 does not support 5/1 fps

It's fine to auto-correct, but it appears to be autocorrecting to
something not expected?
