[FFmpeg-user] stream segment durations not exact length

I'm not exactly sure, but when I run Apple's segmented against the video, it consistently produces segments that are 10 seconds.

That's basically what I passed through to ffmpeg. I was thinking of trying to force an intra frame per second to see if that helps.
