Sorry, yes i missed it...
just fyi, the same issue occurs when i try mpeg4 and the internal aac encoder
 ffmpeg -r 29.97 -i "1_MIN_SD_QPP_3_6_REV18_P3.mxf" -vcodec mpeg4  -r
29.97  -aspect 16:9 -b:v 3000k  -maxrate 8000k -b:v 3000k -bufsize 1000k
-pix_fmt yuv420p -threads 0
-s 1280x720  -acodec aac -strict -2 -ac 2   -ab 48k -ar 22050 ssg.mp4

i have uploaded both the original mxf and transcoded mp4 files with text
(includes full output and all "preset" params).
