I don't have anything to help you, i just want to say that likely i
have understood what you mean as "time shift" - it's seeking. You want
to enable seeking back up to 1 hour on a live stream. Is that correct?
Not being aware of any smarter solution, i'd say this task requires
developing special application using libavformat.
