AFAIU, you need an OpenCL loader and an actual implementation. See
http://wiki.tiker.net/OpenCLHowTo

Perhaps the ICD loader is sufficient for building. On Fedora, this
would be the package ocl-icd-devel.

I can't help you much further, due to lack of experience.
