[FFmpeg-user] Resizing image without specifying the dimension in command line

is there any way of getting the resized image without specifying the
dimensions in the command line. the dimension for output image should be
specified in the program where the conversion is taking place and it should
be predefined as my out put image should be of 190X190 always. im having
hard time to find out where the dimension conversion is taking place.

please help me out.
