[FFmpeg-user] Stream RTMP at rates higher than 1.5 Mbps

A major bug was first found two years ago and has still not been
fixed. Is anyone knowledgeable enough to fix this? Let me know if I
can help. In short, streaming RTMP to any server with a bit rate over
1.5 Mbps causes problems because ffmpeg throttles down the frame rate.
I have confirmed this for several servers, using latest build using
Windows 7/32. Note this is *not* a bandwidth issue.
