That option skips the first 1648 bytes.

Only if you want to test if it produces the kind of 
output files you want (I am not sure if I understood 
you correctly).

As said, I don't really have a problem with the 
file you uploaded (and I am not sure you explained 
the issue you were having).
Above command skips the ID3 data in the beginning 
that may confuse some programs.
