Are you sure you are using a USB 3 port?
My laptop has both USB 2 and USB 3 ports.
I use the USB 2 ports for things that aren't as speed sensitive like the 
dongle for my wireless mouse/keyboard and the USB 3 ports to connect 
external drives and phones for file transfer.
Perhaps you are plugged into a USB 2 port.
