The simplified command is:
ffmpeg -hwaccel qsv -c:v h264_qsv -i football_avc_600p_24fps_1000k.flv -an -c:v h264_qsv -r 15/1 -vb 1000000 -minrate 1000000 -maxrate 1500000 -bufsize 2000000 -preset fast -profile:v main \
-vf "vpp_qsv, pad='1280:720:128:64'" -f flv football_avc_600p_24fps_1000k_output.flv
