[FFmpeg-user] I was asked to upload a sample

Dear FFMPEG team,

I have 2  files with raw h264 data.  I can play and convert the first one
but the second one fails with the message from FFmpeg that  "Error while
opening decoder for input stream #0:0 : Invalid data found when processing
input"

I guess there is something wrong with keyframes.  Please advise if there is
any way to convert these files to mp4.
