I cannot see what you are tonemapping.

replace your c:v libx264 with -c:v h264_mf  and omit -preset ultrafast
-profile baseline -sws_flags fast_bilinear.

I think -vf 'scale=1280x720,format=nv12' is needed when you use other
hardware acceleration.
