[Libav-user] How to create a video stream without IDR slices?

Hi
I have a TRECVID database of short videos. I want to convert all of the
videos to H.264 AVC format with:
1- Not any IDR slices. &
2- 1 second interval between I slices.
Would you let me know how can i achieve this by FFMPEG?
