I can add to the above a couple of points.

You are not obliged to send your filter to us, it you are going to use
it just for yourself.
But if you are going to share some useful code, some development
community members may do some integration work for you, thus you get
your target achieved sooner.

You can look how other filters get added into libavfilter library, for example:

And IIRC means "if i recall correctly" :)
