I'm not sure what you mean with this question.
ffmpeg writes about it here:

It comes from here: https://github.com/cisco/openh264/releases

On my local system I have root folder for FFmpeg-iOS-build-script which
contains:

│   ├── openh264-1.5.0.a
│   └── openh264.a
├── ffmpeg-3.0
│   ├── compat
│   ├── doc
│   ├── libavcodec
...
