I haven't done encoding so can't directly advise but for rpi accelerated
codecs I'd suggest working from the rpi working branch here:

https://github.com/jc-kynesim/rpi-ffmpeg/tree/release/4.3/rpi_main

(The Pi OS packages you're using are derived from that I think so you're
probably not far off already.)

I've found the developer on that effort super helpful, they have some demo
programs (on the decoding side at least) and can probably inform you about
what is expected to work at this point.

The raspberry pi forum on "graphics development" is also a good resource, a
number of us there work with video encoding/decoding:

Again since all my work so far is decoding side I don't have a direct
answer but I'm curious what you learn.
