While true, this is I think because a period is not the only way to
split a sentence into two for the purposes of avoiding run-ons; a
semicolon will work just as well. For most purposes, as far as I've been
able to tell, a semicolon is sort of a 'period lite'.

Your definition is formally correct, however.
