[FFmpeg-cvslog] aarch64: Stop using asm/hwcap.h for the HWCAP_* detection

aarch64: Stop using asm/hwcap.h for the HWCAP_* detection

Including sys/auxv.h should be enough (it pulls in bits/hwcap.h,
which provides the same defines).
