Try applying (temporarily) the following patch to test it. Then use

ffmpeg -i sample.mp3 -acodec adpcm_ima_amv -ac 1 output.wav

to encode and ffplay to play it.

PS: To get a review for applying, it is better to have the encoder and 
the decoder split in different patches.
