Wow, I wrote a lot of debug infrastructure. Patch #1 looks fine. 
Deferring to Michael on 2 and 3 to make sure they meet his standards. 
I'm not sure about patch #4. It's not necessarily unused, just 
unfinished (unless the loop filter was already implemented elsewhere and 
I missed it).
