after some more googling, the G722 decoder by Chas Williams patch is  
based on the code that can be found at
http://soft-switch.org/downloads/non-gpl-bits.tgz

and the license looks like:

  *  even the slimy ones who might try to proprietize my work and use it
  *  to my detriment.
