I'm used to bug trackers that allow the reporter, and any other
registered user, to close a bug. Seems to work fine. I can't think of a
good reason to limit this functionality. Bugs can always be re-opened
if they are mistakenly closed.

AFAIK: View Ticket > Modify Ticket > "Add to Cc:" checkbox
