ffmpeg uses x264 library for encoding h264.
FRExt isnt supported at all in x264.
as for decoding, if someone uploads some frext 14 bit samples for us to
take a look at, that will help.
i dont know of any cost estimations for implementing FRExt as i dont
know how complicated it is in the h264 codec. does FRExt have its own
14bit deblocker and dsp? or is it just a colorspace bump?
you should ask x264 team for an encoder estimation.
decoder time estimate: h264 9/10 bit support was started i think in
2010? after x264 was working on the encoder. there were also some
needed swscale changes to support it. decoder support was committed in
2011.

haha! i'm guessing the DoD thinks their closed source app can just sneak
a backdoor into the special h264 software they currently use, and spy
on them! of course, the DoD only buys software that it can code
review... doesnt it?
i guess the gpl never established a non-military cause?
